Kelley Family Scholarship Fund

TYPE OF FUND: Scholarship

DATE ESTABLISHED: January 2024

PURPOSE: To provide a scholarship to a deserving Phillip Barbour High School graduate with a GPA of 3.0 or above and planning to pursue a 4-year degree in Engineering, Education, or Dental Hygiene.  First preference should be given to Phillip Barbour High School seniors; if no student qualifies, then it can be opened to all graduates of Phillip Barbour High School currently pursuing a 4-year degree in one of the three listed disciplines.

DISTIRBUTION: On the recommendation of the Scholarship Committee and final approval by the Board of Directors of TCF.

VARIANCE POWER: If, in the judgment of the TCF Board of Directors, the restrictions and conditions of the fund become unnecessary, incapable of fulfillment, or inconsistent with the charitable needs of the community, the TCF Board of Directors maintains the right to modify the terms of this fund.

BACKGROUND: The Kelley family established this scholarship fund in honor of Jeffrey’s parents, Paul and Jean Kelley, as well as his wife, Nancy Kelley, and his three daughters, Amber, Amanda, and Ashley. All members of the Kelley family attended schools in Barbour County, West Virginia, and they wish to support future students from Barbour County in their pursuit of a four-year college education of their choice.
