Enos, Delbert H. & Shirley Carr Scholarship Fund

This scholarship supports Tucker County High School graduates pursuing higher education, with preference for schools connected to the honoree’s life and values.

DATE ESTABLISHED: December 1994

PURPOSE: To provide financial assistance for Tucker County High School graduates wanting to continue their education.

DISTRIBUTION: To be awarded to students upon the recommendation of the Scholarship Committee and the approval of the TCF Board of Directors. Priority is given to students who attend West Virginia University, Marshall University, or Davis & Elkins College—reflecting Shirley Carr’s ties to each institution: his studies at Marshall, his love of WVU sports, and his Presbyterian faith aligning with D&E.

VARIANCE POWER: If, in the judgment of the TCF Board of Directors, the restrictions and conditions of the fund become unnecessary, incapable of fulfillment or inconsistent with the charitable needs of the community, the TCF Board of Directors maintains the right to modify the terms of this fund.

FUNDING: Donated by Shirley W. Carr of Virginia Beach, VA, a native of Tucker County.

BACKGROUND: The Enos, Delbert H., and Shirley W. Carr Scholarship honors three generations of Carr men from Tucker County.
Enos Carr was an ordained United Brethren minister, farmer, and public servant. He built a church and school on his Otter Creek/Dry Fork property, which served local students until the 1930s. He also provided early courtroom space and owned over 300 acres of farmland.

His grandson, Delbert H. Carr, began working for the Dry Fork Railroad at just ten years old and later joined a section crew earning full wages at age 15. Married to Louiessa Carr, daughter of Enos Carr, Delbert worked in the Douglas coal mines until retirement. They had four children, including Shirley W. Carr.

Shirley Carr was born in 1915 and experienced the challenges of the Great Depression firsthand. He dropped out of school temporarily to support his family before graduating from Thomas High School in 1934. After a career in insurance, he retired to Virginia Beach with his wife, Mildred Vengen. They had no children. Shirley passed away in 2006, having established this fund to carry on his family's legacy of community and education.
