Margaret Kump Roberts Fund
The Margaret Kump Roberts Fund promotes cultural enrichment in Randolph County through support for educational and artistic opportunities, with special emphasis on scholarships, teacher development, and heritage programming.

DATE ESTABLISHED: 1992
PURPOSE: For the cultural enhancement of Randolph County. According to Mrs. Roberts’ family, “Peggy loved learning and dedicated much of her energy to community service.”
DISTRIBUTION: Scholarship and grants for Randolph County students and teachers and other areas of art and/or education within Randolph County and upon the recommendation of the Grants Committee and approval by the Board of Directors of TCF.
In 1999, Dr. Biola requested that the annual interest from the fund be donated to the Augusta Heritage Festival based on the campus of D&E College, Elkins, specifically for teachers and students to take classes offered by the festival. Approved.
July 2, 2010, Heather Roberts Biola requested that the fund provide an annual distribution to the Kump Education Center for restoration and eventual scholarships.
VARIANCE POWER: If, in the judgment of the TCF Board of Directors, the restrictions and conditions of the fund become unnecessary, incapable of fulfillment or inconsistent with the charitable needs of the community, the TCF Board of Directors maintains the right to modify the terms of this fund.

BACKGROUND: Margaret Rudolph Kump Roberts was born May 13, 1913, in Elkins, WV, a daughter of the late Governor Herman Guy Kump and Edna Hall Scott Kump. She died July 14, 1992. She was married July 23, 1935, to Dr. Donald Russell Roberts, who preceded her in death on July 14, 1986.
Mrs. Roberts was a graduate of Agnes Scott College in Decatur, GA with a degree in chemistry and also held two degrees from WVU. She taught mathematics at D&E College in Elkins for 13 years and also taught at Parsons High School, Parsons, WV, and Benjamin Franklin High School in Philadelphia, PA. She attended the White House Conference on Children and Youth in 1952 and in 1957 was honored as Woman of the Year by Elkins Business and Professional Women.
She volunteered with the Girl Scouts and 4-H, raised funds for the YMCA and Salvation Army, and led Bible studies at Davis Memorial Presbyterian Church in Elkins. Active in local politics, she served two terms on the Randolph County Board of Education and became the first woman jury commissioner in Randolph County.
Dr. and Mrs. Roberts had four daughters: the late Elizabeth “Betsy” Roberts Pancake, Dr. Margaret Fox Roberts Perdue of State College, PA, Mildred Scott “Scottie” Roberts Wiest of Elkins, and Dr. Heather Russell Roberts Biola of Elkins; two sons: Dr. Peter Rudolph Roberts of Wellington, New Zealand, and Dr. Samuel Kump Roberts of Elkins. Mrs. Roberts was also survived by two sisters, a brother, and numerous grandchildren, nieces, and nephews.
