Robert W. & Sarah M. Minear Fund

This unrestricted fund provides flexible support for general charitable needs across Tucker County, with decisions guided by the TCF Board’s discretion.

DATE ESTABLISHED: 1990

PURPOSE: General charitable needs.

DISTRIBUTION: Recommendation by the Grants Committee and approval by the full Board of Directors of TCF.

VARIANCE POWER: If, in the judgment of the TCF Board of Directors, the restrictions and conditions of the fund become unnecessary, incapable of fulfillment, or inconsistent with the charitable needs of the community, the TCF Board of Directors maintains the right to modify the terms of this fund.

FUNDING: From Mr. and Mrs. Minear.

BACKGROUND: Sarah Mullennex Minear, founding president of the Tucker Community Foundation, served from 1988 to 1994 and also led the West Virginia Grantmakers Association. She was elected in 1994 as the first woman senator from the 14th District, serving 12 years. Deeply engaged in civic and church life, Sarah has held numerous leadership roles in community organizations, including the River City Garden Club, the WV Chamber of Commerce, and the St. George Medical Clinic Board.

Robert W. Minear, Sr., a descendant of Jonathan Minear, a founding figure of Tucker County, held degrees in forestry and served in the U.S. Navy during WWII. His post-war career included entrepreneurship in hardware and automobiles and a successful run in the telecommunications industry, culminating in executive leadership with Continental Telephone Company. Returning to Parsons in 1972, he led First National Bank (now Mountain Valley Bank) to significant growth before retiring in 1993. He also helped spearhead the development of Cortland Acres Nursing Home and served in many community organizations, including the VFW, Ruritan Club, and Masonic Lodge. Together, Robert and Sarah Minear exemplified public service and philanthropy.
