Philip Warken Fund

This fund supports individuals and activities addressing urgent needs in Tucker County, with college scholarships to be considered only after all other reasonable local needs are met.

TYPE OF FUND: Field of Interest

DATE ESTABLISHED: October 22, 2008

PURPOSE: To provide funds for the needy in Tucker County. Per the last will and testament of Philip Warken, contributions “shall be in such amounts and to such causes as determined by the Grants Committee of TCF and approved by the TCF Board of Directors.” If income from the fund exceeds current need, it may be accumulated for future use. College scholarships are to be established only after all other reasonable community needs have been met.

DISTRIBUTION: As determined by the Grants Committee and approved by the Board of Directors of TCF.

VARIANCE POWER: If, in the judgment of the TCF Board of Directors, the restrictions and conditions of the fund become unnecessary, incapable of fulfillment, or inconsistent with the charitable needs of the community, the TCF Board of Directors maintains the right to modify the terms of this fund.

FUNDING: Initial funding from the estate of Philip Warken, as outlined in his will.

BACKGROUND: Philip Walley Warken (1935–2004) was a professor of history and longtime debate coach at the U.S. Naval Academy, known for his sharp intellect and eccentric presence. He began teaching American political history at the Academy in 1965 and led the debate team to national prominence within District 8, a region that included elite institutions like Georgetown and George Washington University. Former students affectionately referred to him as “The King.”

Mr. Warken was a fiercely private individual, remembered for his theatrical style and unwavering commitment to academic excellence. He passed away at his beloved cabin in Canaan Valley, WV, where he spent part of every year. He had no immediate survivors.
