H. Dailey & Belva Shaffer Martin Fund

This unrestricted fund, created by their son, honors the enduring legacy of H. Dailey and Belva Shaffer Martin and supports charitable causes throughout Tucker County.

DATE ESTABLISHED: 2005

PURPOSE: General charitable needs.

DISTRIBUTION: Recommendation by the Grants Committee and approval by the full Board of Directors of TCF.

VARIANCE POWER: If, in the judgment of the TCF Board of Directors, the restrictions and conditions of the fund become unnecessary, incapable of fulfillment or inconsistent with the charitable needs of the community, the TCF Board of Directors maintains the right to modify the terms of this fund.

FUNDING: Initiated September 15, 2005 by Dr. Franklin Dale Martin, son of the late H. Dailey and Belva Shaffer Martin for whom the fund is named.

BACKGROUND: Howard Dailey Martin was born October 6, 1905, the son of Asbury and Sarah V. Firtzwater Martin. He attended schools in Tucker County and worked at Dorman Woolen Mills and as maintenance supervisor for the Tucker County Board of Education. He was a member of the I.O.O.F. Lodge and St. John’s United Methodist Church. He died February 2, 1989.

Belva Shaffer Martin was born January 7, 1913, on Pifer Mountain, the daughter of Bedford A. and Dora A. Moore Shaffer. She attended Murphy School at Texas Mountain and worked at Dorman Woolen Mills from 1928 until its closing, later working at the Lambert Store in Parsons. She was a member of St. John’s United Methodist Church and its choir, the Rebekah Lodge No. 95, and the Goldenaires at the Tucker County Senior Center.

The couple married July 6, 1929, in Oakland, Maryland. They had two children:

  • Dr. Franklin Dale Martin, who resides in Frankfort, KY with his wife Miriam Holmes. Their daughter, Elizabeth Martin Granger, is also an optometrist and mother of two children, Alexander and Kathryn Melissa.

  • Nola Martin DeVilder, who lives in Parsons. She and her late husband William F. DeVilder had a son, Michael DeVilder (married to Sheila Whetzel), and grandchildren Jacob DeVilder and Marcy and Daniel Williams.
