Billie G. Armstrong Fund

The Billie G. Armstrong Fund supports the Central WV Center for Pregnancy Care in Tucker County by providing annual funding to assist women and their babies, honoring the legacy of a man who came to care deeply about protecting life.

DATE ESTABLISHED: Initiated January 30, 2008

PURPOSE: To honor the memory of Billie G. Armstrong by providing funding to the Central WV Center for Pregnancy Care in Tucker County.

DISTRIBUTION: To Central WV Center for Pregnancy Care, Tucker County upon the recommendation of the Grants Committee and approval by the Board of Directors of TCF.

VARIANCE POWER: If, in the judgment of the TCF Board of Directors, the restrictions and conditions of the fund become unnecessary, incapable of fulfillment or inconsistent with the charitable needs of the community, the TCF Board of Directors maintains the right to modify the terms of this fund.

FUNDING: Donations from family members.

BACKGROUND: Billie Glen Armstrong was born in 1924 in Auxvasse, Missouri. After losing his father at a young age, Billie’s mother moved the family to California, where she worked as a personal cook for celebrities. Billie attended school in Sacramento and later Brown Military Academy in San Diego. Inspired to fly, he chose the more challenging path of becoming a Navy pilot and earned his wings at the Naval Air Station in Corpus Christi, Texas.

In 1946, while stationed at Langley Field in Virginia, Billie met Gloria Nestor of St. George, WV. The two married that same year and settled in California. Though Billie initially trained as a flight instructor, health challenges led him to a career in construction administration, working with the Del E. Webb Corporation on major hotel and casino projects.

After retiring to the east coast, Billie and Gloria relied on the care of their niece Priscilla and her husband Jim Flanagan. In his final years, Billie became deeply moved by the issue of abortion. He gathered personal belongings, including his grandfather’s pocket watch and silver coins, and requested the proceeds be donated to the Pregnancy Care Center. His legacy continues through this fund, providing a means for others to support the Center's mission in Tucker County.
